Good laws describe the standards of behavior expected from all dog owners. They also describe the dog owner behavior the community is not prepared to tolerate. The goal is to raise the standards of pet ownership from problematic to acceptable.
We are able to enjoy the benefits of living with dogs when we create safe, humane communities that are good for people and good for pets. Good laws promote these benefits by describing the standards of responsible pet ownership the community expects all dog owners to observe. Such laws protect the interests of pet owners, non-pet owners, and the animals.
